Although there are no rights in Quebec to subsidized or adapted housing for people with disabilities, other laws (such as article 28 of the Convention on the Rights of Persons with Disabilities) recognize the right to an adequate standard of living for people with disabilities and their families, and therefore the right to access housing. The same article of the Convention also stipulates the obligation of signatory countries, of which Canada is a part, to ensure and promote the exercise of this right without discrimination.
If yoy are denied access to housing because you are blind and/or because you are a guide dog handler, this is discrimination.
