On March 12, 2025, the Government of Canada published the final Canada Disability Benefit Regulations, setting out key details about how the program will be administered.
The Regulations cover topics including:
- Eligibility criteria
- Benefit amounts and calculations
- Delivery of Benefit payments
- Processes to request reconsideration and appeals of decisions
- Eligible beneficiaries could receive up to a maximum of $2,400 yearly if their income level is below the designated threshold based on their income level and marital status
The first month individuals can be eligible to receive the Benefit will be June 2025, with payments expected to begin in July. The Regulations do not set out the process to apply, as Service Canada will develop and administer this process. The government stated that more information about the application process will be available in the coming months. The federal government held public and stakeholder consultations to develop the Regulations, and CNIB provided feedback and recommendations as part of this process. While many of the concerns raised by the disability community are not reflected in the final Regulations, the federal government made commitments in its Budget 2024 to address specific key issues.
These include:
- Funding to assist with the cost of completing medical forms required to access the Disability Tax Credit
- Funding to establish community-based navigation services to improve awareness and uptake of federal and provincial programs for working-age Canadians with disabilities
