People who are blind or have low vision consistently highlight transportation barriers as one of their most significant challenges. White canes are essential mobility tools, empowering confidence, independence, and autonomy.

The White Cane Access Program is designed to level the playing field by providing equitable access to white canes from coast to coast to coast.

Advocating for equitable funding across Canada

Right now, there are no national funding initiatives in Canada to ensure that white canes are accessible to all who need them. Funding programs vary from province to province, leading to inequitable access, and that’s simply not acceptable. This disparity means that many Canadians with sight loss may be unable to access this essential mobility tool.

CNIB firmly believes that all Canadians with sight loss who would benefit from having a white cane should be able to access them – free of financial barriers.

CNIB’s White Cane Access program was developed to help bridge that financial gap in existing assistive devices programs to ensure equitable access to white canes. However – this is not a sustainable, long-term solution.

CNIB will continue to engage in conversations and advocacy efforts with provincial and federal governments to help establish consistent, equitable funding solutions across the country.

How it works

Each individual can apply for one free white cane and tip per calendar year. For individuals in provinces with existing funding programs, the initiative will offset any out-of-pocket costs. In provinces without funding programs, CNIB will cover the full cost of the white cane.

Important: As we begin the rollout of this pilot program, the Free White Cane Program will initially be available only in select provinces, starting with British Columbia, Manitoba, and the Atlantic Region. If you don’t reside in one of the provinces included in the initial pilot locations, please check back soon for updates.

Vision assessments & orientation and mobility training

While you’re not required to complete a vision assessment to receive your free white cane, we would highly recommend that you do. Orientation and mobility (O&M) specialists can provide instruction to help you develop or re-learn the skills and concepts needed to travel safely and independently within your home and the community.

Vision Loss Rehabilitation Canada (VLRC) is a not-for-profit national health care organization and the leading provider of rehabilitation therapy and health care services for individuals with vision loss.

Alongside providing O&M training and other services designed to help you accomplish daily living activities safely and with confidence, VLRC can also help you decide what cane is best for you.
