Of Canada's 13 jurisdictions, only seven provinces (B.C., Alberta, Saskatchewan, Manitoba, Ontario, Nova Scotia, Newfoundland & Labrador) have enacted specific legislation which mandates access to public premises for guide dog or service animal teams.

In all jurisdictions, human rights legislation prohibits against discriminating against a person with a disability working with a service animal. Discrimination includes denial of access to any premises to which the public would normally have access, including tenancy rights.

Penalties under human rights legislation range across the country from $100 to $10,000.
