Over a two-year period from 2002 to 2004, CNIB consulted with First Nations communities in three regions of Canada in order to identify and address the unique needs of their members who are living with vision loss.

The goals of the Circles of Light Project were:

  • To identify obstacles preventing First Nations people from accessing vision health services
  • To identify gaps in existing services
  • To define culturally-specific aspects of vision loss for First Nations members: for example, a higher incidence of diabetes among First Nations people, poorer nutrition, isolation and a lower-than-average life expectancy
  • To develop culturally-appropriate service models
  • To identify existing community assets and resources that could be useful in implementing or improving services
